西班牙开始对光伏电厂诈骗进行调查

西班牙工业部长日前颁布了一道国家部长级议会法案，该法案即光伏诈骗法令。在该法令下约800MW的户外光伏电厂将被调查，调查的内容是这些电厂涉及非法取得截止于2008年9月28日的高额补助（46.5欧分每度）。也就是说，超过1/4的户外安装光伏工厂将被调查。这些皇家法案由国家能源委员会签发，任务是在45天内调查电厂的运行商。调查将包括客户档案，购买组件，逆变器及其他系统组件的的发票时间及序列号。另外还有其他的能证明电厂可以在注册截止时间内正常运转的文件。然而那些只是能够提供截止日期前的官方批准证明文件的人并不能就此高枕无忧。——只有能在该日期前电厂正常运转才算数！——这也是最初注入电网的电力发票要求被调查的原因。任何被调查出违背法规的组织将必须退还自2008年9月以后获得的补助，并且还要附上利息。然后这些电厂将只允许以西班牙零售价的价格向市场售电。（目前西班牙的零售电价是3.6欧分）如果这些电厂建设者想重新申请光伏补助，那么他们必须排号等待，并且至少要等到三年后新的FIT政策颁布。而且这些电厂也将会有一个专门的注册渠道。但是那些自愿向政府坦白自己的非法行为的电厂受到的惩罚将会小的多。这样的话，他们的补贴将转换为现在32欧分的补贴政策。

TheroyaldecreehasassignedtheNationalEnergyCommissionwiththetaskofapproachingtherespectiveplantoperatorswithin45days.Theinspectionwillincludecustomsdocuments,time-datedinvoiceswithseriesdataonthepurchaseofmodules,invertersandothersystemcomponents,inadditiontootherdocumentsthatprovetheplantsfunctionedproperlyatthetimeoffinalregistration.Spain’sMinistryofIndustryhaspresentedadecreetothecountry’sCouncilofMinistersagainsttheso-called“FraudeFotovoltaico”or“photovoltaicfraud.”Underthedecree,around800megawattsofinstalledoutdoorphotovoltaics(PV)plantssuspectedofhavingswindledthehighrem维修uneration(46.5centsperkilowatthour)ofthefeed-intariff(FIT)specifiedintheRealDecreto(RD)661/2007priortoSeptember28,2008,willbeexamined.Consequently,overaquarterofinstalledoutdoorp压力lantswillbethesubject超滤膜offutureinvestigations.Anyonewhoisabletopresentanofficialpermitbythedeadline,however,shouldnotbe“deluded”intothinkingtheyareoutofthelineoffire:onlyproperfunctioningiswhatcounts–whichiswhyinvoicesregardingtheinitialfeed-inquantitiesarealsobeingrequestedfortheperiodconcerned.AnyonewhoisguiltyofirregularitieswillhavetopaybackanyremunerationreceivedsinceSeptember2008-alongwithinterest-andwillonlybeallowedtosellelectricityatthemarketprice,whichiscurrently3.6eurocentsinSpain.Iftheplantoperatorwantstoreturntotheremunerationsystem,hemusttakeaseatatthebackoftheawardplacementroundsandwaituptothreeyearsforanewfeed-inpermit.Additionally,theseplantswillbeenteredintoaspecialpublicregister.Theconsequencesforthosewhovoluntarilyindicatedoubtsorirregularitiesaresomewha磷铁tlessserious.Inthiscase,theirtariffseamlesslychangesintothethenvalidtariffof32eurocentsasspecifiedinRD1578/2008.ThedecreeisbeingsupportedbySpanishsolarfederationsandtheregionalofficesoftheMinistryofIndustry.
